To enable the Custom option in the Starter and Basic editions recommend Personalization Panel Personalization Panel for Windows 7 Starter and Windows 7 Home Basic offers personalization features for low-end editions of Windows 7. This Patch can ignore the restrictions and provides the user interface to be useful in the Ultimate edition of Windows 7. Personalization Panel 2.5 is the latest version is highly recommended to update your current version now! It covers most of the customization features and also lets you change wallpaper in Windows 7 Starter and change color of windows in Windows 7 Home Basic and mainly use custom themes .
Installation :
Download the Patcher Here
1. When installing select the Regular option for offer all the features of the software .
2.Leave Marked options like this image
3.then you need the 2 nd patch in your system operation click here to downoad the patch and tutorial
4.after you patched the 2nd patcher you need restart your pc
5.then your theme can be applied

I've finished all the steps above but still can not applied the theme.My system said:This edition of Windows doesn't support themes.Can you help me?
